GTZ – Partner for the future. Worldwide.

The Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH is a German federal enterprise for sustainable development with worldwide operations. We support complex reforms and change processes in developing and transition countries.

GTZ mainly works for the German Federal Ministry for Economic Cooperation and Development (BMZ). We also operate for other German ministries and international partners including the European Commission, the World Bank and the Asian Development Bank. In addition, GTZ works for national governments and private enterprises.

With a total turnover of 875 million euros in 2005, GTZ is one of the most important providers of development services worldwide. We are currently implementing over 2,200 programmes and projects in more than 120 partner countries. GTZ has offices in 66 countries and employs over 9,000 people.

With 25 years of experience in technical cooperation in China, GTZ is continuously tailoring its portfolio to support China’s reform policy and transition process. Initially, GTZ implemented Sino-German projects at a grass-roots level. In the 80ies, we focused on vocational training and poverty alleviation.

Today, GTZ supports China’s reform process as outlined in the 11th Five-Year-Plan, to build a harmonious, resources-saving society and strive for a balance between economic growth, social equality and environmental protection.

Currently, we focus on policy advice to high-ranking decision-making institutions and holding international dialogues with national decision makers. Our focus areas are sustainable economic development and protection and sustainable use of natural resources. We also provide advisory services for both the public and private sector.

At present, about 30 seconded experts and 100 national personnel are involved in 28 projects and 22 Public Private Partnerships.

GTZ provides modern public development cooperation in China that differs significantly from conventional views of development aid. The core problems in Chinese development are structural in nature. Solving them is in the interest of the international community.

In China, GTZ operates in fields in which German actors have a solid profile and unique expertise. By virtue of the longstanding nature of our cooperation and the specific know-how offered by German technical cooperation, we are closely integrated into Chinese institutional structures. Hence, GTZ fulfils a supporting function for all German-Chinese cooperation. This makes modern public development cooperation an instrument of German policy which improves Germany´s position within China.

 

GTZ – Partner for Finance. Worldwide.

GTZ is currently a partner of central banks, banking regulatory authorities, and financial institutions in about 30 countries worldwide. In the course of this, our activities in project management and the monitoring of complex change processes always take the financial system as a whole into account: the legislation and supervision of the financial sector, service providers and the financial intermediaries themselves. Successful projects document our work: Inter alia in Peru, where we helped set up a savings bank system, or in Uganda, Indonesia, Vietnam, and Mongolia, where we supported central banks in the structuring of the financial sector. In the People’s Republic of China, we have 10 years of experience in the financial field. GTZ started counseling the National People’s Congress on the topic of financial sector legislation in 1997. The range of GTZ China services not only targets financial institutions themselves, but includes service providers in the sector, and last but not least political decision makers as important clients and partners.

Supporting Chinese financial institutions in expanding their financial services for low-income groups was the main objective in the 90’s. In order to provide successful guidance through the rapid transformation process, GTZ China now increasingly focuses on projects which help diversify the Chinese financial markets and stabilise and professionalize the financial sector as a whole. Apart from the creation and strengthening of financial institutions, our services are increasingly targeted towards legal advice, creation and development of training institutions, building of networks, and advisory services to the National People’s Congress, to the Chinese central bank, as well as to supervisory authorities.
